With new travel requirements in effect, many people are confused about whether or not they need a US Passport to travel to Mexico. The requirements have been phased in gradually and differed depending on the mode of transportation used to enter and exit the country.
Travel by land or sea
As of June 2009, US citizens entering the United States by land or sea must present US Passports or other WHTI compliant ID such as a passport card, enhanced drivers license or trusted traveler card (NEXUS, SENTRI, or FAST card). Cruise ship passengers who are US citizens on a closed-loop cruise (cruise that begins and ends at the same port in the United States) may enter and depart the US with proof of citizenship, such as a birth certificate and government-issued photo ID.
Permanent Residents of the US
Document requirements for lawful permanent residents of the United States do not change under the WHTI. Permanent residents should continue to present their Permanent Resident Card (I-551) when entering the United States. US Passports are not required to enter the US, but you may need one to enter Mexico, depending on your nationality.

If your US Passport is lost or stolen you must you must contact the issuing authority immediately and it is also recommended that you file a police report as well. If your US Passport is stolen in another country you should also contact the U.S. embassy. Generally US Passports can be replaced within a reasonable amount of time, usually 24 hours, if you can prove your citizenship and identity.
