With new travel requirements in effect, many people are confused about whether or not they need a US Passport to travel to Mexico. The requirements have been phased in gradually and differed depending on the mode of transportation used to enter and exit the country.
Travel by land or sea
As of June 2009, US citizens entering the United States by land or sea must present US Passports or other WHTI compliant ID such as a passport card, enhanced drivers license or trusted traveler card (NEXUS, SENTRI, or FAST card). Cruise ship passengers who are US citizens on a closed-loop cruise (cruise that begins and ends at the same port in the United States) may enter and depart the US with proof of citizenship, such as a birth certificate and government-issued photo ID.
Permanent Residents of the US
Document requirements for lawful permanent residents of the United States do not change under the WHTI. Permanent residents should continue to present their Permanent Resident Card (I-551) when entering the United States. US Passports are not required to enter the US, but you may need one to enter Mexico, depending on your nationality.

I was born under a different name and had a legal name change granted to me in 1989 in the state of Arizona, then I got married also changing my last name, now I am divorced from my last husband but still carry his last name. I may need to travel inside the country of Mexico for an extended period of time and need to know the best method for a person such as myself to apply for and recieve a U.S. passport.

Thank you for your interest and your question. First all documents must be the original or certified copies. Here’s what you’ll need:
1. Original birth certificate.
2. Original legal name change document
3. Original marriage certificate
If you have been married more than once, you will need those marriage certificates as well. But if your current marriage certificate also shows your maiden name or the name on the legal name change document you may not need the other marriage certificate to fully track your name changes.
